A C C E P T E D . Sorry, this was my mistake, but upon further review, there are some things that need to be fixed before your character can be accepted:
- Your techniques are very, very powerful. You need to include more of a weakness than not being able to use more than one technique at once. Perhaps you could include a loophole to avoid each attack, or that he can only use one technique per fight since they are S-ranked and would require a lot a lot of chakra.

No, I will not add a weakness that will make this character functionally useless, nor will I add loopholes which can/will be found out and figured out if I explicitly write out how to deal with the attack.
The curses have general weaknesses in-and-of themselves. Note that all but two of them require direct contact, and the most brutal two, 'Stay Down' and 'The Cursed Seal', require a secure grab on flesh to activate. The abilities are difficult to land, and have strong outcomes. I see nothing wrong with that.
To me, rank is more applicable to the complexity and not the power. All have a generous chakra cost already, and since all moves pool from the same source, saying I can use 'each one once' is overly limiting in my opinion.
To further the point, the Rasengan is typically a killing move and I see no limit on that technique.

All your techniques are not in question and Stay Down is fine. The one's we are uncomfortable with are Face Me! and The Cursed Seal as they can potentially kill someone which is not allowed since character dying is only allowed with permission by controlling member.
Nowhere on wikipedia does it say that Rasengan is typically a killing move as it usually grinds into an opponent knocking them off their feet usually sending them flying so your example is invalid. Chidori would be a valid example but since it belongs to Sasuke whose Canon it is allowed as is as Rasengan is canon same applies to it as well and any of its variations. Make them all useable only by physical touch and you get my approval.

Face me: Already requires physical contact
Use your own vigor: Already requires physical contact
Five Pronged Seal; The Cursed Seal; Stay Down: Already requires physical contact
I CANNOT BE SURPASSED: Applies effect with physical contact
Focus: Self-applied
So... there's nothing to change? I'm honestly failing to see the issue here unless you want me to specify that ninja tools wouldn't work under these techniques. Which is fine, and I guess I can edit that in, but I feel there's a loss of communication here.
Also, just because something is 'canon' shouldn't mean that it should not also be considered for balance.
Either way, small edit made.

I'm sorry if this has gotten a bit confusing, so I'll try to be more specific... The side effects listed now are more of a weakness when they are combined as a whole. Each technique needs to have its own specific weakness, obviously including the chakra cost. Listing only chakra lost for a weakness would be acceptable for low-ranking techniques, but since yours are S-ranked, they require a higher cost. Because of this, we have to judge high-ranking techniques more harshly. But like you said, making physical contact can be listed as a weakness since that is not always possible to achieve. All weaknesses, including tools, to these jutsu should be listed. I understand that there was some confusion involved here, but if you refuse to make the changes suggested in the future, your application will immediately be denied.

Edited thusly, and sorry for confusion.
That said, if there is confusion, I still retain the right to refrain/refuse editing and at least ask about the tech in question.

There is absolutely never ever an issue with asking about decisions made. The issue was with your statement in your reply. But, regardless, thank you for making the revisions c:
